I have the iPhone 11 and realised the same issue yesterday. I deleted the app then re-installed it which seems to have fixed it.

So it looks like it is a bandwidth-saving setting on the server and you basically can't do anything about it. Under the mail area, change the "show" messages to maximum Under each account change "mail days to sync" to "no limit".
This should help, as for attachments, I'm trying to solve the same issue. Thinking the only answer for me is using Sparrow mail I'm a gmail user.
